Vendor Management Systems

What is a vendor management system (VMS)?

A vendor management system (VMS) is a web-based platform that centralizes and automates vendor management automatisation, from sourcing and onboarding to time tracking, billing, and offboarding of contingent workers.

Vendor Management Systems

How does vendor management automatisation benefit organizations?

By automating repetitive tasks, such as requisition approvals, rate negotiations, and compliance checks, vendor management automatisation reduces manual errors, accelerates hiring cycles, and drives cost savings across temporary workforce suppliers.

Vendor Management Systems

Why should businesses use a VMS to manage temporary workforce suppliers?

A VMS provides transparency into supplier performance and spend, enabling procurement teams to compare rates, evaluate agency KPIs, and optimize their roster of temporary workforce suppliers for better service and savings.

Vendor Management Systems

How does a VMS improve visibility and control over contingent workers?

With a VMS, you gain a single source of truth for all contingent workers’ assignments, location, skill sets, and access privileges, helping you enforce security policies and make data-driven staffing decisions.

Vendor Management Systems

What features are essential in workforce supplier management?

Key features include centralized supplier onboarding, automated compliance verification, real-time reporting, rate benchmarking, and seamless integration with ERP/HRIS systems to support scalable workforce supplier management.

Vendor Management Systems

How can a vendor management system ensure compliance for contingent workers?

A VMS automates classification checks, background screenings, and policy acknowledgments, storing audit trails that help you adhere to labor laws and reduce the risk of misclassification penalties.

Vendor Management Systems

What cost-saving opportunities does vendor management automatisation unlock?

By standardizing rate cards, analyzing overtime usage, and aggregating spend across suppliers, vendor management automatisation helps negotiate better terms, eliminate off-contract engagements, and lower overall contingent labor costs.

Vendor Management Systems

How do you choose the best VMS for your organization?

Evaluate platforms based on functionality (sourcing, onboarding, tracking), integration capabilities with ERP/HRIS, analytics depth for contingent workers, user experience, and the provider’s commitment to innovation and support.

Vendor Management Systems

What metrics should you track in a VMS for effective workforce supplier management?

Monitor time-to-fill, bill-rate variance, supplier performance scores, compliance incident rates, and worker utilization to continually optimize your contingent workforce strategy.

Vendor Management Systems

Which industries benefit most from a vendor management system?

Industries with large non-employee populations, such as financial services, healthcare, manufacturing, IT, and government, leverage a VMS to manage complex temporary workforce suppliers and maintain regulatory compliance.

Vendor Management Systems

How can you streamline managing your contingent workforce with a VMS?

A vendor management system (VMS) centralizes all contingent workers, from onboarding through offboarding, automating requisitions, approvals, time-tracking, invoicing, and reporting. This vendor management automatisation slashes manual effort and accelerates your external workforce management processes.

Vendor Management Systems

What cost savings does a VMS deliver for temporary workforce suppliers?

By consolidating suppliers, eliminating rogue labor spend, and negotiating standard rate cards, a VMS drives significant savings. Process improvements, like automated rate comparisons and overtime controls, cut your contingent labor costs by up to 20%.

Vendor Management Systems

Why is visibility critical when managing external workers and how does a VMS help?

Without a centralized system, you lack real-time data on who’s working, where, and at what cost. A VMS delivers detailed analytics and dashboards on workforce utilization, supplier performance, and spend, enabling smarter staffing decisions.

Vendor Management Systems

How does a VMS strengthen compliance for contingent workers?

A robust VMS automates classification checks, background verifications, and policy registrations, creating audit-ready trails. This reduces co-employment risks, misclassification fines, and tenure-related litigation.

Vendor Management Systems

In what ways does a VMS improve quality in workforce supplier management?

A VMS tracks KPIs such as time-to-fill, candidate quality scores, contract renewals, and project deliverables. Supplier scorecards and feedback loops ensure you retain high-performing agencies and workers.

Vendor Management Systems

What security benefits come from implementing a VMS?

A VMS logs and controls contingent workers’ access to facilities, data, and networks. Automated offboarding workflows guarantee that access rights are revoked immediately when assignments end, reducing insider-threat exposure.

Vendor Management Systems

How does vendor management automatisation give you a competitive advantage?

Automating contingent workforce management frees up HR and procurement teams to focus on strategic initiativeshelping your business move faster on new opportunities and win the war for talent.

Vendor Management Systems

Which stakeholders benefit most from a VMS and how?

Hiring Managers: Faster time-to-fill and consistent quality controls HR Teams: Simplified compliance and streamlined onboarding Procurement: Consolidated invoicing, real-time spend visibility, and operational efficiency Finance: Centralized billing and accurate cost forecasting Legal/Audit: Automated policy enforcement and complete audit trails Suppliers: Transparent performance metrics and faster payments

Vendor Management Systems

What are best practices to manage a temporary workforce using a VMS?

Define standard rate cards and enforce them centrally. Configure automated compliance checks (e.g., certifications, background). Set clear KPIs for suppliers and review scorecards quarterly. Integrate with your ERP/HRIS for seamless data flow. Leverage analytics to identify cost-saving and quality-improvement opportunities.

Vendor Management Systems

When should a company consider implementing a vendor management system?

If you’re struggling with siloed spreadsheets, rising off-contract spend, lack of workforce visibility, or regulatory headaches, implementing a VMS for workforce supplier management delivers both immediate process efficiencies and long-term strategic value.

Public Procurement

What are the basic principles a public contract should comply with?

In public procurement, 6 fundamental legal principles apply: 1. Equal treatment: contracting authorities must treat all tenderers equally and objectively. 2. Non-discrimination: contracting authorities may not discriminate on the grounds of race, colour, gender, nationality, language, religion, ethnic origin, or social background. 3. Competitive tendering: there is an obligation to consult the contract through national or European publication. 4. Transparency: the procurement procedures must be clear, and the selection criteria must be published. 5. The total value of the contract: All public contracts must be concluded in principle at a fixed price and for the total duration of the contract. 6. The successful tenderer must comply with all applicable legislation (environmental, social, and labour law).

Public Procurement

What are the possible procedures for a public procurement?

To start a public procurement, there are 8 possible public tendering procedures: 1. Public contract of limited value 2. Negotiated procedure without prior publication 3. Competitive procedure with negotiation 4. Direct negotiated procedure with prior publication 5. Public procedure 6. Non-public procedure 7. Competitive dialogue 8. Innovation partnership More information on these procedures can be found on the website of the [Federal Public Service Policy and Support](https://bosa.belgium.be/nl/themas/overheids-opdrachten/soorten-procedures/informatie-over-de-verschillende-soorten-procedures) (Dutch text only).

How can a VMS support government agencies?

We believe that a VMS can support the public sector in 4 ways: 1. Providing skills (external candidates) that government agencies do not have internally. For example, we see new requests for ICT profiles every week. 2. Allowing a contracting authority that already has framework agreements with suppliers to compete when they need new talents. 3. Helping a supplier who has a framework agreement with a contracting authority by enabling them to find new opportunities on the CE marketplace. 4. Allowing a supplier to differentiate themselves from other proposals by offering the contracting authority a Procure to Pay platform.

How is a VMS structure funded?

This is done at 2 levels: through the configuration of the platform (depending on the client’s needs), and through its use (depending on spending through the platform or the number of transactions). The licence is fixed or variable, depending on the client’s choice, and will be between 0.2 and 0.6% of spending. It is funded by the client, the supplier, or a combination of both. As previously explained, government agencies are bound by strict procedures. There are 3 ways to use our VMS platform, each with its own advantages: 1. Issue a separate request for the one-time use of the VMS platform and the marketplace. 2. Opt for a turnkey solution by choosing an MSP partner and a VMS accustomed to working together. 3. Make use of an already negotiated agreement with a VMS supplier by a procurement centre.
